The Diversity Immigrant Visa Program occurs annually and is congressionally mandated. It is conducted under the supervision of Department of State, who will make 50,000 diversity visas available to foreign nationals from qualifying countries. The process is computer-driven and random.

Nationals of countries who have sent more than 50,000 immigrants to the United States over the past five years are not eligible to apply for the Diversity Visa program. For DV-2013, the following countries are NOT eligible:

BANGLADESH, BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, ECUADOR, EL SALVADOR, GUATEMALA, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PERU, PHILIPPINES, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM.

Foreign nationals born in Hong Kong SAR, Macau SAR, and Taiwan are eligible.

In addition, natives of South Sudan and Poland are now eligible for selection, and note that Bangladesh natives are now ineligible.

It is important to note that NO applications will be accepted after noon, EST, on November 2, 2011.
